If an Asian Water Monitor is foaming slightly at the mouth, is it likely to be a respiratory infection? If so, should I take his water out of the enclosure while bumping the temps up? Thanks.

You should go to a vet and make sure your husbandry is up to date. Prior to a vet visit do make sure the temps are ok. So tell us about your setup.
Cheers,
Mike.
