How would you weight a dragon (empty stomach ,or full ....etc )

Doesn't matter, as long as you always do it at the same time. I like to do mine first thing in the morning. Have not eaten, and have not warmed up and pooped. I have not figured out a way to get a body only weight, so I do it under the same conditions all the time.
