What is the best way to help upper resp.? Anyone

increasing the temperatures a bit and make sure humidity is in the proper range...but most of all, go see a vet. Except for very minor instances of URI, most need veterinarian care and antibiotics.

First...increase heat in enclosure and take water out. Give water bowl for one hour daily. Do this for minimum one week.

Second...antibiotic therapy if the above does not help after one week. Baytril (Enrofloxin) works well if you have it.

Third...go see a vet, preferably one who is familiar with reptiles.

What signs are you seeing that say upper respiratory problem? How is your heat doing... check surface temps with a laser gun, etc. what is ambient temp in the room? Is the animal displaying mucous strings or open mouth gaping? Is it leaning with head pointed up on side of cage?
This is serious and the quicker that you act against it, the better is your chance to arrest it.
