by contacting a rat breeder in your area who will deliver or meet to give you the rats.

Shipping live rodents is a real pain, I shipped to Oregon or Washington can't remember, the only airlines I have used to ship live is Alaska Air. But that was out of Fresno, CA. The shipping container is the real hang-up, cost is way too much and they are difficult to acquire. But that's just my experience with shipping live rats. Best way is to find a local breeder, use Craig's List to find one.
