So does S373 appear to be ammended to "the 9" or is it the doomsday/lawsuit scenario of 45 the 9?

I think regardless, a lawsuit should be filed anyway. I just keep balls, but I'm fairly certain there are lots of boa breeders out there, not to mention the burm and retic breeders, plus all the people to breed multiple species plus all their food suppliers etc. that are getting killed by this bill. If its just the 9, I think us ball keepers TEMPORARILY dodged the bullet, but there will be more flying at us soon, so any impending actions by usark or pijac whether it be more letters or even a lawsuit should obviously be taken up by those not directly affected if its just the 9.
