I was wondering if there is anyway to buy batryl or ceftazidime, without having to go through a vet. I don't know what the laws are on medicine. or what is requried in most states for people to by vaccines, do you need some type of degree or sales permit???

Not sure about in the States, but like any other prescription drug; if you need it, and wish to get it legally, you'll need a vet to do it.
Keep in mind also, that unless you have a laboratory handy to evaluate the results of a culture that you'll need to take, you are taking a stab in the dark by self-medicating without knowing what drugs will work. Guessing that Ceftazidime (Fortaz) and Baytril will treat the bacteria you're dealing with is putting the life of the infected animal at risk.

A vet cannot legally prescribe it to you without seeing the animal in question first, and you cannot legally obtain those medicines without a prescription from a vet.

Or you could go to mexico and buy them. Actually, in your case, it'd be canada.
