Without a permit from US fish and wildlife good luck. I am trying to get permit for Chinese Alligator, and believe me they put you through the ringer.
I would personally go with a dwarf Caiman. About the only croc you're going to get, without paying huge $ is a C. Niloticus. Let me say, from personal experience, they can be volatile. They are agressive and hard strikers. Have 2 right now and they are pusing 4 1/2 to 5 foot each. They are on the trigger 24/7.
West African Dwarf Crocodile is one of the smallest available But should only kept by experienced keepers due to their needs and nature. One suggestion before you make your so called leap into "crocs" learn all you can and understand the care they need is both expensive, time consuming, and will take up alot of room quickly.
