That reply doesn't sound too promising. Like Joel noted, they never seem to have a solid opinion. I think this usually means that they do not agree with your stance on the issue. After all, if they agreed with you, there would be absolutely no reason for them not to tell you so. However, if they don't agree with you, it is "safer" from their political and popularity viewpoint to beat around the bush and be noncommittal in their replies.
Besides for his beating around the bush, the part of his response that tells me he is most likely going to vote for this bill is this:
"...I will continue to support legislative policies that protect the rights of Montana pet owners while ensuring the safety of our citizens."
It seems that whenever someone who doesn't care for reptiles in general and snakes in particular comments on the subject they always fall back on the issue of "safety" (this also tells me that they are generally not very well educated on the subject... I can't and don't blame them, most people aren't, but it would be nice if these same people would be open to a rational discussion and the possibility that they could change their mind or opinion about the subject).
