rack question.

I want to design a rack for my ball pythons. I do not have a constant temp. in my room. So my 20 long glass tanks are horrible with heating. My question is, how do you place thermostats in a rack? Also i have noticed people placing heat tape either below the tubs and behind, pros cons?
