Building Rack Materials?

I was just asking about the tubs a few post down for the new rack i'm going to build and before I do what will be a cheap but reliable material to build the rack with? I heard to use melamine, plywood, 2x4's, and my father is professional carpenter and suggested to use aluminium to build it? Also when putting the flex watt heat tape down should I hang it on the back or lay it on the bottoms?
