Hello, can anyone tell me how much heat a CHE of a given wattage emits relative to a standard incandescent bulb of the same wattage?

I can't even begin to tell you how many variables are at play that make that not a simple answer.
A CHE will provide more radiant heat than an incandescent bulb of the same wattage. The question of how much completely depends on the parameters of the tank.

The CHE will direct much of the 60 watts down to objects and animals below. Intensity decreases with distance. After about 10 inches, the effect is reduced considerably.
The incandescent bulb will radiate the heat up and to the sides - heating the air and lid more than the animal directly.
