Chams can get small infections and abscesses just like any other critter. Pus does not tend to be liquid like in mammals, it can be more like waxy cheese. They can also get an accumulation of cheesy material in recurring cysts in the skin that looks like a blackhead. Is the area swollen and inflamed looking or is it more like a dry blackhead? If it is swollen and oozing you'll need to clean it out completely with an antibacterial scrub like Betadine and put an antibiotic ointment on at the minimum. If it recurs you'll probably need a vet to open it up and a systemic antibiotic to treat the underlying infection. If it is a dry dark mole type thing you can try cleaning it out too with a scrub and Q tip, but again watch it so it doesn't just recur.
