Without the ability to dig a burrow, your monitor will have a more difficult time regulating its hydration and temperature. The hydration is particularly important - even with tubs of water to soak in, monitors that are not allowed to burrow (Niles included) tend to die in about three years from organ failure tied to chronic dehydration.

They are fairly interchangeable terms. The key is that all soils/dirts are not the same. There are many options and usable soil choices. You want something that digs and burrows well, and a soil that the lizards will recognize and use.
