1) Gather up some free expanded or extruded polystyrene foam. Or see if you can get a scratch and dent sheet of the 2" thick stuff at Home Depot or similar store.
2) Carve/melt/glue them into your desired shape.
3) Paint with Drylok tinted with liquid concrete dye or just use the light gray Drylok.
I made one hide like this. It was durable enough that I was able to blast it with a hose to clean it.
