Does a Chocolate X Cinnamon make the Super Blacks still? Like a Mojave X Lesser Platty makes BEL.

Yes it does. I use the conbo of the Black Pastels and the Cinnamons to get the Supers and cut down or eliminate the chances of the disorder they call duck billing. You will get Normals, Black Pastels, Cinnamons and Supers. I have one 1 Black Pastel male and 6 Cinny females I use together and a Cinny male that I use with my Black Pastel female.

No, Chocolates are not the same as Black-pastels at all ... so Chocolate x Cinnamon would give you a Chocolate / Cinnamon and not a Super Cinny.
