Ok, I have seen these and I know one person that is using them. He loves it. But he is not using them for anything that needs a high amount of UVB. What type of reptile are you planning on using it for? I wouldn't suggest them for Igs or beardies that require a higher UVB, in those cases, it is better to get the reptisun 5.0 or reptisun 8.0 which put out a higher amount of UVB. As for heat, they probably don't give off a ton but even flourescent lights give off some heat.

I'm not sure where you are buying your flourescent fixtures but I get mine at home depot or walmart. Granted they are not as pretty as a fixture for a fish tank but they work and they are 10 bucks (or less depending on size).
