You really need to take your animals to the vet for a checkup. This forum is absolutely not a replacement for that. You've posted recently with a few problems all that should be checked out by a vet as this one should as well. Vaseline is not a good idea, the risk of foreign material sticking to it is too great.
Vaseline is a very bad thing to put on eyes, as it can irritate and as mentioned, allow foreign particles stick and get into the eye. At best, flushing the eye with clean water that has been dechlorinated will help flush out any foreign objects that may be in the eye, causing it to puff out. However your best bet is to get your dragon to a vet who can properly diagnose and treat any eye problems.
