I catch grief every time the utilities bill comes in, so wanted to ask how much energy approx 40 ft of Flexwatt and a 39 ft heat cable would pull and about how much that would add to the utilities bill. Thanks for the help.

Depends on what flexwatt you are using.
3" is 6 watts per foot...so essentially you are running 240 watts...a little more than two 100 watt light bulbs.
(Like two 100 watt and a 40 watt)
11" is 20 watts per foot. That would be 800 watts.
Heat tape I can't help you on. No idea. You'd have to look up the wattage on that particular rope.

It all depends on how you are running your heat tape/rope. I have all of my heat tape hooked up to Herpstats, so I can see exactly how much (%-wise) draw is being used at any given time.
My heat tape uses 10-20% to maintain heat for all my racks, and I have 220 feet of heat tape in use.
I use 4" (8 watts/foot).
192-384 watts per hour.
I doubt you have as much tape as I do, but it's easy enough to figure out.

That is under the assumption that you are pulling 100% power 24 hours a day.
10-30% is a more reasonable estimate.

Don't forget that the heat goes somewhere.
In winter, no all that heat is useless.
I mean, a part of that energy will be used to heat the house instead of using other device.
I really doubt the heat tape and heat wire is your problem if you have high bill.
I would check the isolation and other device you use instead.
