I have 2 incubator types that I use... The main incubators we use are wine refridgerators... The are bottom heated with the use of 11 inch flex watt cut in a 3 foot length and coiled up at the bottom... Heat is controled by a proportional thermostat...
Here is what they look like...

These style incubators we use as back up units... These are built from igloo coolers... They are heated with 11 inch flex watt heat tape that is secured to the bottom using foil tape... We use 1 and a half inch PVC pipe to frame the bottom and cut light defuser grid to fit in to sit ontop of the PVC pipe... This keeps the incubation containers off the heat source... We use inexpensive thermpstats on these... The work great and have been used for many seasons... Low tech but very functional...

I also have one made from a wine cooler. I really like it but it only holds a few egg boxes.
I'm planning to make one out of an old glass door Coke/Pepsi commercial cooler as soon as I find a broken one for cheap.
For the OP: The cheapest way to make a good incubator is to find an old broken refrigerator or freezer on craigslist and just put some flexwatt heat tape in it and use a good thermostat.
