CITES Changes! Impact 4 Ctenosaura

The 15th Meeting of the Conference of the Parties (CoP15) to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) was recently held in Doha, Qatar, March 13-25, 2010. We are contacting you to make you aware of changes to the CITES Appendices that resulted from this meeting (CoP15) and may be of interest to you and your associates.

Enclosed you will find an announcement that explains the changes to the Appendices for several species of reptiles, amphibians, and a beetle species. These changes will become effective June 23, 2010. We would appreciate your distribution of this information to interested list server members and colleagues.

Public Outreach Information-CoP 15 listings

The U.S. Fish and Wildlife Service (Service) wishes to inform stakeholders of recent changes to the Appendices of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) affecting reptiles, amphibians, and insects. The changes noted below result from recent decisions that were made at the 15th Meeting of the CITES Conference of the Parties (CoP15) held in Doha, Qatar, March 13-25, 2010. These changes to the Appendices will become effective on June 23, 2010.

Three spiny-tailed iguana species endemic to Honduras, Ctenosaura bakeri, C. oedirhina, and C. melanosterna and the endemic Guatemalan spiny-tailed iguana, Ctenosaura palearis, were included in Appendix II. In addition, five species of tree frogs, Agalychnis moreletii, A. callidryas, A. annae, A. saltator, and A. spurrelli, which are native to Mexico and one or more countries in Central and South America, were also included in Appendix II. Specimens of Appendix-II species require CITES export documents issued by the exporting country prior to entering international trade.

The Kaiser’s spotted newt (Neurergus kaiseri), endemic to Iran, was included in Appendix I. Appendix I includes species that are threatened with extinction, and trade in specimens of these species is subject to strict regulation. International trade in specimens of these species is only authorized in exceptional circumstances, such as for scientific research or zoological breeding and display. CITES prohibits commercial international trade in specimens of Appendix-I species. Specimens of Appendix-I species require the issuance of CITES documents by both the importing and exporting countries prior to entering international trade.

Finally, the satanas beetle (Dynastes satanas), the only rhinoceros beetle endemic to Bolivia, was included in Appendix II. Although there are eight species of rhinoceros beetle in the genus Dynastes, two of which are native to the United States and six of which occur in the New World tropics, Dynastes satanas is the only rhinoceros beetle that is included in the CITES Appendices. Specimens of Appendix-II species require CITES export documents issued by the exporting country prior to entering international trade.

Does this mean that a US Federal permit would now be required for state to state transactions for Ctenosaura bakeri, C. oedirhina, C. melanosterna and C. palearis?

no this in only CITIES and they are only Apendix 2 now and it only affects international shipping.
they would need to be listed on the endangered species act as endangered to limit interstate transfer.

Cites II (B) is just the same as normal green iguanas.. its just paperwork (import/export permits) so that they can keep track on the trade.. doesnt change a thing really...

i don´t think so. for international trade you need a cites now. and for that you need to show where you got them. smuggled animals, that came out of their origin country to the us and then to the hole world, won´t get these documents i think. it´s the same like varanus, fish and wildlife says, nearly every australian monitor lizard that is in the usa is illegal. they can stay there, but they can not leave the country legally. i think this will happen with lot´s of the ctenosaura too.

Thats US national laws if so.. here in EU i have exported CITES II B with no papers..they just ask where you got them.. usually pet store or something..then you just go for a vet check to see if they are healthy and look like CB...then they issue the CITES export permits for you..(note you only need EXPORT/IMPORT-permits on CITES II--NOT CITES DOCUMENTS) CITES I A though is a different thing.. much harder laws on them here than the US.. i have CITES-documents, Photo-ID and micro-chipped animals.. On these you have to have registration, background documetation, valid CITES documents (these are not the same Cites documents as CITES import/export permits) ALSO USUALLY they will issue all papers needed for animals that you can prove to have been in the country BEFORE CITES STATUS WHAS GIVEN. As for austrailian species the laws can differ.. austrailia has a total export stop since maybe more than 30years back! so there you really need to provide records i would think..

hi

i know how it works like here in germany. i´m working with lot´s of reptiles so i need to know all laws for export and import. i will ge cites documents for all my ctenosaura when to law changes here.

i dropped in lucky with getting the other female,you dont see many for sale in uk in fact you dont see many ctenosaura at all for sale in uk
