So I have some photos for reference of before and after shed.
I think he may be blind but I am not for sure and there is no herp vet that is closer than 3hrs drive. any help/insight would be greatly appreciated!

try putting a cup with a hole cut out in it and some wet paper towels in the tank to give it somewhere to go that will be humid. also try:

Repti Sheddig Aid by Zoo Med, its what the pet store gave me and it is supposed to help. All you do is spray it on the snake and rub it in with you fingers.

Have you soaked the snake? Get a secure container, fill it about 1-2" of tepid water, leave the snake in for 3-4 hours. Place a towel or something in there with it (gives it something to rub against to aid shedding). If your snake has had several bad sheds, you may need to do this several times.

What sort of cage is he in? What are your husbandry practices?

I can't get to the picts so I have no reference. But I would say that if you do not have a humid hide even here in temperate and humid NY you will NOT have enough humidity for a rainbow boa. Container, packed with soaked moss, entrance hole only. If you temps are too high there will be all sorts of problems too. Rainbows tend to URIs in too dry or too hot. A URI often shows with horrid sheds too.
If there are layers of shed on the snake take some time to get it off. Too much of a hurry and you will do damage.

I'm having a similar problem with my BRB. I adopted her knowing she had shed issues, but figured that by bumping the humidity in the enclosure, she'd be fine. She shed for the first time with me the other day, and the skin keeps building on her eyes.

One of her eyes is inverted and the other just keeps building. I'm worried she's going to lose sight, and I'm not sure what to do. She has the right humidity now, compared to before, but I don't can't seem to get her to lose the caps.
