The Evans/Lazik line of animals is said somewhere to be a sort of T ..So are these animals co dom or recessive ? If they are co dom that would make them hypos, Correct ?

Yes, the hypos acctually seem to be a strain of t positive albino.
The appearance of the genetic trait isn't dictated by the way it is inherited though. There are plenty of recessive and dominant hypos and also recessive and dominant t positive albinos in the snake world.
