What is your setup like? I would isolate this dragon to ensure it doesn't infect it's clutchmates, if it is a viral infection. However, from the sounds of it, soundslike it could be stargazer's Disease. Do a search for stargazer's here on the forum to learn more information. However the only sure way to know what is wrong with this dragon, is take it to a vet.
Also, let us know what your setup is. What type of lighting do you have? Basking temps, substrates, what food you are feeding it, how big and how often? What is it's size? Compared to other clutch mates etc. All t his information will make it a bit easier to figure out what is wrong.
