Recent rains from Hurricane Alex and tropical depression #2 have sent the Rio Grande into flood stage. While Americans are collecting donations and delivering emergency supplies to victims in Monterrey and other hard hit areas of northeastern Mexico, looters are crossing the border from Mexico in and around Del Rio and looting evacuated homes and businesses on the U.S. side.
