Female western in water all the time...

I see her in the water all the time but she does not have mites.
Is there any other reason to do this?

I sure don't have a definite answer for you, but here are a couple of possibilities...

Is she about to shed? My hogs have not soaked yet for a shed, but I have seen other snakes that will from time to time.

Is it possible that the temps are a bit too high for her liking? The water would definitely help cool her down.

Just some ideas, maybe someone else can be of more help.
