Is anyone aware of restrictions on shipping captive bred spotted turtles (clemmys guttata) to Virginia or Pennsylvania. I could not find any state regulations that prohibit it but may have missed it.

I'm not sure how the possession limit of 0 (unless grandfathered with a permit), plays into the legality of shipping it into the state.

import, cause to be imported, export, cause to be exported,
buy, sell, offer for sale, or liberate within the Commonwealth
any wild animal unless otherwise specifically permitted by law
