Shipping legality for clemmys guttata

Is anyone aware of restrictions on shipping captive bred spotted turtles (clemmys guttata) to Virginia or Pennsylvania. I could not find any state regulations that prohibit it but may have missed it.

I'm not sure how the possession limit of 0 (unless grandfathered with a permit), plays into the legality of shipping it into the state.

Wildlife laws in a nutshell:

Specifically:

Under authority of 29.1-103 and
29.1-521 of the Code of Virginia it shall be unlawful to take, possess,
import, cause to be imported, export, cause to be exported,
buy, sell, offer for sale, or liberate within the Commonwealth
any wild animal unless otherwise specifically permitted by law
or regulation (4 VAC 15-30-10).

Short answer is NO for Virginia.
