Forest soil.
You go to forest dig a few buckets of dirt and leaves
Oak leaf litter is the best for forest monitors in my experience. As mentioned already head to a place with trees and gather up some leaves and soil. This will have microorganisms isopods and the like which will help keep your enclosure clean. It gives the monitor something to forage through. The leaves will break down overtime and form a soil. You can place new leaves over the top of the soil as needed. I always enjoy watching my monitors go exploring when I place new leaves in their cage.

I read on a website that its best to use cypress mulch for babies and then the soil later. I will be getting my first monitor tomorrow hopefully and am very excited.
That zoo med stuff is terrible, it dries like concrete. A big swing and a miss on interpreting a "good soil".
Cypress is very simple to use, but soil is better. Leaf litter over a good soil would be better yet.
