emergency plan/procedures (?)

When I got the form to renew my FL license to possess and sell reptiles, there were a couple new parts, one asking for my reptile vet and one asking what my emergency plan was (don't have the form in front of me). I debated whether or not to fill it out--owing to it being unlikely I breed any snakes next year. But in case I do, my question is: What would be considered an acceptable plan?

That being a commercial license, I guess that's how they get away with asking who your vet is. Don't like it. Same as being able to enter your property and inspect/search without cause or warrant. Clearly an invasion of personal freedoms. So, they drop by your vet's place to check up on you...Not good! Not enough vet work or too much vet work. Catch 22.
Two detrimental effects of said policy: 1) Discourages small Mom and Pop enterprises with too much Red Tape and too many expenses. 2) Discourages participation with overbearing rules and personal compromises.

exactly what is the "emergency plan" for? They should tell you what the requirements are. What is the "emergency plan" for someone who breeds and sells dogs, cats, rabbits, parakeets, or any other small cultivar? Is there supposed to be something dangerous about an escaped milksnake?
