If time is no object then the very cheapest way is to start out with just a male gene carrier. You could even start out with a male possible gene carrier but when starting out on this long of a project hopefully you can come up with the extra money to get a for sure het so you know you have a chance from the start.

I started out with a 100% het male and a normal female. I kept all the 50% chance het females I produced with them (the more the better your chances). In the mean time, I had a chance to sell the original 100% het male to raise funds to purchase a presumably unrelated 66% chance het male (I did this because he is also 50% chance het Jolliff axanthic). I got lucky and proved both the 66% chance het male and one of the 50% chance het females this year.

If i breed a 100% het male albino to a 50% female albino what would i get.

It depends on if the female hits her 50% chance or not.

There is a 50% chance she isn't a het and in that case you would only be producing normal looking 50% chance hets.

There is also a 50% chance she is a het and in that case each baby would have a 25% chance of being an albino, 50% chance of being a het, and 25% chance of being completely normal for albino.
