When is the best time to let them mate?

Whenever they're in the mood.

actually, it can depend on where you are located, your local weather, and various other factors. Typically, fall and winter are the best times, though it is getting more and more to where they can essentially be bred year round. I started pairing a few weeks ago. markus jayne has a great "crash course" on breeding, linked below.
