I see a lot of snakes for sale that say "with papers". What does that mean?

I have seen it for heterozygous smakes carrying a particular trait or gene. They are not visual morphs, but het for the desirable morph/genetics. The papers are the proof you are getting what you paid for. This definitely applies to the higer end boas and ball python morph hets out there.
