i have a water monitor in a cage with a water basin probally 5 gallon i wanna put a fluval to clean up his water. will that be safe for him ?

thats a good question i would look at the filter material in human water purification and see if its the same in the aquarium filters is how i would figure it out.=)
With out getting into the eventual size of an enclosure that you will need and how this size water container will be useful for a water monitor for about two months tops at a normal growth rate, I can tell you that a fluval filter is not going to cut it with the amount of waste that a water monitor can generate.
You will be much better off and a few dollars less poor if you just ditch the fluval idea and find a method of doing water changes that is quick and easy for you.
I have found that installing a drain system on your water container is your best bet.
