Giving him the benefit of the doubt, did he really have to let it go?! It seems he could have acted well within the law and turned it over to a zoo, university, or licensed rehab facility. Letting it go sounds like it's basically a death sentence.
Now, if there was anyone with the valid permits willing to set some traps near where he let it go...

I too thought that one looked more affinis than say annectans.
Well it is an interesting story, the guy is first told that it is a $5k snake but then told it would be illegal to buy, sell, or trade because of Arizons wildlife laws, he claims he released it and then the first day after the weekend that a shipped snake would be received (Teusday) BHB post their new snake, a scaleless gopher...
The OP joined multiple herp forums the day he first posted it so my thought is he is not a herper or someone who would care about the industry, he is just not affraid of snakes. So he would not care or be aware of the Lacey Act... common sense tells me it was not gifted but that may just be me.
