Temp and Humidity help

I have a rack system. Using a Herpstat 2 thermostat with belly heat flex watt. I am using a digital acurite temp/humidity guage. I have the temp set on 96 degrees but according to the thermometer the hot side is reading 88.9 degrees and humidity ar 51% Can this be accurate? 7 degrees lower then the temp set? I have it set high trying to get a reading between 90-92 degrees.
Have thermostat probe middle rack taped directly on heat tape and temp probe inside tub taped above middle of heat tape. Do I need to get humidity up? If so how will I do this?

What is the heat tape resting on? That could be taking away some of the energy.

To test, plug the Flexwatt directly into the wall outlet - no controller in the middle - and measure temps after a few minutes to compare. If it still is below your setpoint, then your Flexwatt cannot deliver any more energy than it already is. You can set the controller setpoint to 1 million degrees - won't matter.

Often times shelves will suck the heat away. Depends on alot of factors, material of the shelf and ambient air temps perhaps the biggest factors. Watt-density of the Flexwatt is a huge factor too. Some 4-inch Flexwatt is only 5 watts/ft vs other which is 8 watts/ft.
