help with city snake laws!!!!!

I am the proud owner of a red tail boa, Ball python, King snake, and yes even a gardner snake (cats tried to eat it). I have had my babys for a few years now. I bought a house in a new town and moved. I was told last week that all constictors are illegal to have in city. I know this is not a new thing to people. I am finding citys all over the country banning these snakes. What I am trying to find is links or info on places that allow them but under restricions. I talked to my city manager and he is willing to with set info to take it before city councel and have them revise city codes. He is a great man who understand the love of all kinds of animals and that is hard to find. So what I need is...

1. Name of city and state (don't have to be in minnesota)
2. A link to the city info would be perfect
3. Ideas from snake owners that I can present to the city on control and ownership.

My ideas and need advice was....

1. micro chip all snakes the grow over 5 feet in length. (I do not know if that is good for the snakes or if it has been done)

2. Register all snakes over 5 feet with the city like you would a dog. of course you would have to pay a fee.

3. Have to register a vet paper saying health and temperment of the snake yearly.

4. Have to prove a safe and proper cage to limit chance of a snake getting out.

5. Of course if your snake dose tough fines and punishments or loss of the snake.

I know this sounds messed up but I am at a loss. I have found the way around me having to rehome my babys (city manager told me a loop hole) but I really want to help other snake owners to be allowed theres.

Sorry, I would never agree or comply with any of that. None of that resembles anything reasonable.
I would get rid of my animals which I have had for 50 years or move to another country before tolerating that kind of fascist government intrusion in my life.

Though I agree that the government trys to take to much control in are free rights. If we all cave in and rehome are pets what are we really saying. We are telling them that they win in my eyes. We all need to together stand up and help make a change. Whatever that maybe. If one city can make a law different to work with snake owners then that can help other citys make the change.
