Ya, it's really hard to tell with that pic. When you do take pics again, try to get him next to a normal. It will make it a lot easier for anyone looking to see the real color differences.
I don't know what range there is with hypos, but with the normal/hypo comparisons and anery/ghost comparisons that I've ever seen, you'd have to be blind to miss the difference.

Personally, I would call it a partial zigzag, ya. I would only call something a "zigzag" if the zagging really dominates the snake's look, like if it's more than about 80-90% zagged. 
Here's my partial zigzag:

She has a total of about 15 zagged saddles out of about 40, and has never thrown any offspring with any strings of zagging. The closest is this, with the one little "V" saddle on the neck:
