How To Obtain CITES Paperwork?

A guy who owns a pet store in Mexico wants to purchase some corn snakes and king snakes from me, but says I need to obtain CITES paperwork which will allow him to legally bring them into Mexico (I'm in Texas). I can't find anything online which tells me how to obtain these and if it's even worth the trouble. Any help would be appreciated!

I don't believe there are any Corn Snakes or King Snakes that are listed as CITES protected animals, therefore, no CITES permits are necessary.

That's what I was thinking. The guy doesn't speak much English and said he needs paperwork saying he got them from a breeder to allow them to legally be brought into Mexico. I asked someone who said the paperwork he's talking about is CITES paperwork and is necessary for exporting any snakes regardless of status. Is there any other kind of paperwork he might be referring to?
