in California you need a valid California Fishing license if you are 16 year old and over. If you get a San Diego gopher snake from a Pet store, you just need to keep the sales receipt. If you get a San Diego gopher snake from someone and they don't have a permit, then you can't pay any money for the snake itself. You can pay shipping or delviering charges, etc, but you can't pay or barter the snake itself. If you get a San Diego gopher snake from someone with a California Native Reptile and Amphibian Propagation Permit, then you will need to get a numbered sales receipt from that person. You are not required to have a permit in California to possess up to 4 San Diego gopher snakes. You will need to get a California Propagaion Permit if you intend to breed, sell offsrping, and/or sell the breeders. You only need to get the permit in the year you breed and/or sell California Native Reptiles and Amphibians. Keep in mind, it is illegal to release and/or rerelease any native or nonnative reptiles or amphibians, wild caught or captive born, into the wild in California even if you put it back in the same spot you collected it. Captive bred albinos are exempt from requiring a permit. Albino wild caught native reptiles still fall under the take and possession requirements of Title 14: Fish and Game Regualtions.
