Illinois0 "Companion Animal Hoarder bill

Amends the Humane Care for Animals Act. Provides that the definition of a "companion animal hoarder" means a person who is in possession of 7 or more companion animals in addition to other requirements. Amends the Animal Control Act. Provides that a person must obtain a permit from the Board to possess 7 or more companion animals. Provides that a failure to receive a permit for the possession of 7 or more companion animals is a violation and a person is guilty of a Class B misdemeanor and a second or subsequent violation is a Class 4 felony with every day that a violation continues constituting a separate offense.

Anything could be a "companion animal":

Sec. 2.01a. Companion animal. "Companion animal" means an animal that is commonly considered to be, or is considered by the owner to be, a pet. "Companion animal" includes, but is not limited to, canines, felines, and equines.

I read that an Illinois dog group is in talks with the bill sponsor to drop it. As usual the sponsor (Rep. Pat Verschoore) did not know of the negative consequences to this legislation. The group is the Illinois Federation of Dog Owners.
I hope he drops it; as companion animal is defined in the Humane Care for Animals Act as canine feline or equine. It also leaves itself open to add animals to the list. If say, rabbits were added; anyone producing feeders in that state (I know of 2 big ones) could be targeted in the bill. Their only chance would be registered as an agricultural business. Which doesn't exactly take them out of HSUS cross hairs.

I have 8 herps. I would only consider half of them "pets" due to either length of time I've had them or how we deal with them (handling, naming, etc). Does that mean I'd be off the hook?

It never ceases to amaze me how apparently NO THOUGHT WHATSOEVER is given to prioritizing what our legislators should be working on for their constituencies. There really aren't any bigger problems in IL? Must be a pretty sweet place to live, what with the no crime and all.
