Owning/buying local species? Kansas

I want to get a speckled king and a miami co. bullsnake.I live in ks and these are local species.I know that we can own up to 5 specimens of each local species(at least that is what Ive read).
But does anyone know if we are allowed to buy/sell CB local species?
Would they be for sale at a local expo or will I have to order them?
