That does not look like a Texas rat to me unless it is just a bad and dark picture. It looks more like a black rat to me.
I have found some pretty dark Texas Rats in Louisiana, but that one is a little darker than I have seen in the wild.
Yeah, I would strongly suspect some major Black Rat gene-flow there.

Looks like typical plains states black rat to me. I find them just like this all the time and I'm right next door in Illinois.
