So do I have to either have the State or a USDA veterinarian come to my house and inspect my facilities should I be given some California native species zonatas?

Forgot to mention I live in California. Instead of "given" I should say "acquired" so this thread does not get deleted. This legal question is important to me. I am very paranoid of dealing successfully with any government bureaucracies! LOL! So those who have navigated these treacherous waters already please tell me where the submerged reefs one could founder on are at.

All you need is the captive propagation permit. It has a commercial and non-commercial side to it. You will have to call or email to get the application.
