I believe currently the only legal way to ship them is via the airlines. There might be other avenues available, but one would need to contact IATA to learn what they are.
According to the IATA regs I have, they must be in wooden crates with secondary containment inside the crates (another crate, bags, plastic containers). The crates must have wire mesh attatched over the 'door' before it is sealed shut. Wire bands are then to be placed around the crate.
Technically. According to IATA. The regs vary for inside containment/seperation depending on what species are being shipped and their size.

FYI. Northwest Airlines ships hot stuff if you are not a known shipper. They must watch you pack the box though. I have used them with great success twice.
