If you receive a dead animal can you make a claim to the carrier?

I was told by a breeder that he will not guarantee a live arrival. He told me if it arrives dead I have to make a claim to the carrier (UPS) I am hesitant about this. I have heard it is the shipper that has to file a claim not the person being shipped to. Also I heard UPS will not pay for a DOA with animals.
What are the rules with claims in shipping live animals?

UPS, Airborne, etc bear no liability for DOA's, regardless of if the shipper buys insurance or not.

Correct. Never buy from anyone who will not refund your money if the animal does not arrive alive. You as the reciever cannot file a claim and the shipper cannot file a claim unless the box is damaged (ie crushed, wet, etc).
