Animal Hoarding Question

I am still researching laws in my area but I thought I would ask the multitude. Apparently a serious offence if charged.
So, how DO rack set-up users (snakes and rodents) avoid being charged with being Animal Hoarders?

In my case, hoarding laws apply to dogs, cats or any mammal over 15 lbs if I read them right.

Our city has an ordinance of no more than 6 pets.......I wonder what they are considering a pet? I hope they are referring to dogs and cats......
What about when a pet dog has a litter of 8 pups?......Then they at least have 9 dogs at one given time.......10 if the male is theirs too......

Then there are the "crazy cat ladies"......LOL

I think there are a definitive differences between Pet Hoarding and breeding reptiles........I just wonder if the lawmakers know these differences....

They do generally mean domesticated animals. However, certain laws can apply to any animal kept in poor conditions due to having too many. I saw a guy in San Francisco was forced to remove nearly all of his snakes. He didn't get in major trouble, but he did have to remove the snakes except for the allowed minimum for that area. In his case there were many complaints from others which prompted the enforcement of whatever law they enforced.

Well, when I applied for my Fish and Game Liscense, to keep and Breed Reptiles I had to give an inventory of my stock, which was well over 100 animals at that time. I think different states, have different views, and also apply them differently.

I have found a lot of laws. In my state, if there is laws on hoarding I have not found it yet.

BUT I DID FIND THIS. Surly this does not describe anyone here. LOL

Animal Hoarding is a human behavior that involves the keeping of an excessive number of pets...... Along with other compulsive hoarding behaviors, it is linked in the American Psychiatric Association Diagnostic and Statistical Manual of Mental Disorders - Fourth Edition (DSM-IV) to obsessive-compulsive disorder and obsessive-compulsive personality disorder.

Some information from my sheltering experience:
- there is no one number for hoarders. Hoarders are people who have too much to handle period

- animal wise, the biggest indicator of a hoarder or someone over their head is the inability to keep the room clean. Make sure there is no obvious urine scent. A messy cage here and there, but no scent

- Keep educational materials on hand. Things that document that the cages are an appropriate size.

These are the things that will be looked at. One of the hoarding homes we took animals from did not have a major quantity, but the floor was bending from the level of urine that had soaked into it. The animals, while only about 15 (which honestly is a lot but really) were in horrid body condition, covered with feces, etc... The point is with our animals to have them well cared for and clean. That way you can combat the hoarder label.
