Protected Orange Hogs in Kansas?

My brother is working a pipeline job in Kansas and he said they keep running across these orange hognose snakes and have to shut down the job and call in wildlife officials because they are protected. His foreman told him there was a $500,000 fine for catching/killing them.
Naturally I'm super curious. Anyone know what this is all about?
