Does anyone have experience cooling snakes down in the summer so they can breed in the fall?
How was this accomplished, temps, times etc.

I have not tried this, although I did get fence lizards to breed in December by providing summer length days and warm temps, even though it was snowing outside. Snakes, I don't know, but then I am not that experienced with breeding snakes, and just try to follow the natural cycles. Some species of snakes might be more flexible than others, too.
