My snake has wrinkles on her?

looks like you have a humidity issue. she needs a good soaking. are you using underbelly heat or a basking lamp? underbelly is the way to go, basking lamps tend to dry everything up. has she shed correctly for you in the past?
Could be a variety of different causes. Stuck shed. Some sort of bacterial problem and/or infection. Probably other possibilities too.
I'd highly recommend a trip to a qualified reptile veterinarian. In the meantime, I'd ditch your current substrate, clean the entire enclosure with a 10% bleach/90% water solution and let it dry. Then, use some sort of paper based substrate (newspaper, butcher paper, etc.) until you can get to the vet.
What you're currently using can easily harbor bacteria, mold, fungus, etc. if not kept very clean and you boa will have to not only live with it, but on it.
A few other questions... What are your temps and humidity looking like? What kind of enclosure are you using? How long have you had the boa?
