I would say speak to someone locally near you with cities permits and they should be your best bet. Not sure if Ship Your Reptiles works internationally or not...
You will need to find a exporter, get a importers licence, draw cites, etc.. Also I do not believe Uganda exports balls.
The freight and fish and wildlife fee's on anything less than a few 100 animals would cost you 10 x more than buying the animals domestically..
Your best bet is to pick them up from a importer who brought in their own shipment as the cost, time, and hassle will be handled by them since they will be bringing in unough animals to justify the shipment.
Josh is right on. Your looking at $100 for you federal Fish and Wildlife Permit, atleast $500 to include fish and wildlife fee's and brokering charges, plus freight which will likely be no less then $500 as well. Cites is $100...adds up quick. This is one reason you don't see as many indo animals around currently with the economy down not many dropping 5k on shipments it seems...
