shedding problems please help

i am having problems with my ball python thats twice now that his shed has came off in pieces and i have no idea what the problem is i spray the tank twice a week and spray the actual snake as well i have enclosed the picture of his home so you might be able to give me some ideas his home is the top tank.
he also looks dry when shedding even though i spray him

You spray his tank twice a week?

During shed it should be more like twice a day.

Also make sure his humidity and temps are accurate. I don't know how well his cage holds heat and humidity.

which part does he live in?

you might want to make a humid hide. Take a Plastic Flower Pot and cut an access hole in it. then, put some warm terraium moss in it (i say warm becuase you should have washed it with hot water and squeezed out excess) youshould fill bottom of the hide with 1-2 inches of moss. Spray twice a day everywhere! if he lives in the bottom with the newspaper, id suggest getting Forest Bark from a petstore. its similar to repti-bark but made different. you can spray this too, and it will slowly let out humidity if you have the cage heated. Humidity should be 60% all the time, and around 75% while shedding. thats what mine is, and he sheds perfect.
